In addition, SIP has been empowered with many unique policies therefore endowed with the advantage of &quot;having special incentives and yet not a Special Economic Zone (SEZ) &quot; in terms of preferential policies.<br> <br><font color=#666666><b>1 Organization Structure:</b></font> To ensure the successful development of SIP, a Joint Steering Council (JSC) has been set up, which is co-chaired by Chinese Vice Premier Li Lanqing and Singapore Deputy Prime Minister Lee Hsien Loong. The JSC will set the development goals and directions for SIP and resolve the major issues encountered during the development process. The JSC members include key ministries in China such as: the State Development & Planning Commission, State Economic and Trade Commission, Ministry of Finance, MOFTEC, Customs General, Ministry of State Land Resource, Jiangsu provincial government and Suzhou municipality. Being the members of the JSC, the various ministries and authorities of state and provincial government are paying more attention on SIP, this put SIP one step ahead in resolving the difficult issues. <br><br><font color=#666666><b>2 Approval of Foreign Investment:</b></font> According to the State Document (1994) No. 9 on &quot;State Council's Approval on the Related Issues of SIP Development&quot;, therein the State Council delegate its power to SIP to approve foreign investment project without upper limit so long as the project comply with the State Industrial Policy. This is a unique case in China, unlike the other ordinary provincial and municipal level development zones which have a cap of US$30 million for project approval, and the US$100m limit for the relevant State ministries and authorities. Moreover, SIP's project approval process is transparent. It is guaranteed that upon reception of all the necessary documents, the Business License can be issued within 7 working days. <br><br><font color=#666666><b>3 Foreign Affairs Administration:</b></font> Empowered by the Foreign Affairs Office of State Council and the Ministry of Foreign Affairs, SIP can approve the official duty trip application to overseas, issue official duty passports and official visa invitation, and apply visa to the foreign embassies in China on behalf of locals, thus providing a convenient and fast channel to the investors for overseas business trip and staff training. <br><br><br><br><br>");
