On 26 February 1994, Chinese Vice Premier Li Lanqing and Singapore's Senior Minister Lee Kuan Yew signed the Agreement between the governments of China and Singapore in Beijing pledging support for the Township. On 12 May of the same year, SIP broke ground to start up.<br><br>The project of SIP gains the complete support of both leaders of China and Singapore. To drive and promote the development of SIP, the two governments set up China-Singapore Joint Steering Council to be concerned with the major issues in SIP development.<br><br>The Joint Steering Council (JSC) is co-chaired by Chinese Vice-Premier Li Lanqing and Singapore Deputy Prime Minister BG Lee Hsien Loong. The JSC meets once a year to review the progress of the Park and guide the developing direction of the Park. The JSC members also include ministers and vice ministers from key ministries in China such as the State Development & Reform Commission, Ministry of Commerce, Ministry of Finance, MOFTEC.");
