In 2005, CSSD becoming the majority shareholder of China-Singapore SIP Public Utilities Development Group (hereinafter referred to as “CSPU”), increasing its shareholding from 0.43% to 50%.

CSPU mainly engages in construction investment, management of public utilities and the underground pipeline system (including tap water, sewage treatment, gas and power generation), urban greening and municipal engineering, etc.

By the end of June 2008, CSSD had controlling or non-controlling interests in a water plant with a daily water supply of 450,000 ton, a sewage treatment plant with a daily treatment capacity of 200,000 ton, a cogeneration plant consisting of two 180 MW(S109E)IGCC units with a total power generation capacity of 360MW and a heating capacity of 200t/h, one gas heating plant with a heating capacity of 40t/h, a thermal power plant with a heating capacity of 45t/h and a power generation capacity of 6MW, a variable load power plant with a power generation capacity of 19,200kw, 680km municipal water supply pipeline, 650km sewage pipeline, 397.32km gas pipeline, 43.2km heating pipeline and 39 sewage pump stations.
